The Swedish National Audit Office initiates cooperation in Cambodia
September 7 2011
The Swedish National Audit Office has signed a Memorandum of Understanding with the Cambodian Supreme Audit Institution, National Audit Authority of Cambodia (NAA). The cooperation is part of the Swedish state’s development support to Cambodia in general, and to the Cambodian public administration in particular.
An important point of departure is the fact that the whole financial system of Cambodia is undergoing reforms, not least actions are being taken against corruption. The NAA aims to establish routines for sustainable fincancial audit work according to international standards (ISSAIs).
On 30 August Swedish Auditor General Mr Jan Landahl and Auditor General Mr Chorn Uth of the National Audit Authority of Cambodia, signed a Memorandum of Understanding. This document is the formal basis for the bilateral cooperation between the two SAIs.
The Swedish National Audit Office engages in long-term development cooperation projects to support institutional and professional capacity building of the public administration in the cooperation countries. It is important to support the reforms and strategies that guide the development.
The development cooperation projects usually include legal framework, strategic development, leadership and development of manuals and guidelines for public auditing. This can be carried out through coaching and practical support in the use of new methods.
Auditor General Mr Jan Landahl visited the NAA on 29 August to 1 September. Apart from signing the MoU Mr Jan Landahl also met with politicians, such as Mr Heng Samrin, President of the National Assembly of Cambodia, and the Deputy Prime Minister Mr. H.E. Sok An. The meetings mainly covered the issue of creating a politically, financially and functionally independent Supreme Audit Institution in Cambodia.
