Swedish NAO to sign a new agreement on support to national Supreme Audit Institutions in Africa
From January 2020, the Swedish National Audit Office has a new cooperation agreement with the umbrella organisation, AFROSAI-E, which organises national Supreme Audit Institutions in 26 African countries. The objective is to strengthen these countries’ public audit.
The Swedish NAO’s development cooperation is concerned with strengthening the capacity of Supreme Audit Institutions to conduct audits in accordance with international standards. The purpose is to contribute to democratic development and strengthening the parliamentary control in different parts of the world.
As of January 2020, the Swedish NAO has a new cooperation agreement with AFROSAI-E*, which runs until 2024. The aims of the cooperation include developing the member organisations’ methods and skills in performance audit, financial audit and quality assurance.
“Cooperation with AFROSAI-E is the most comprehensive and long standing of all our international projects. By strengthening the supreme audit institutions’ audit capacity, we hope to be able to contribute to such things as sound use of resources and effective accountability mechanisms,” says Auditor General Helena Lindberg.
In this cooperation, the Swedish NAO will provide expertise and financial support in the implementation of the AFROSAI-E Strategic Plan for 2020-2024. The project also aims to build a regional resource base, which will ultimately reduce reliance on external expertise.
During 2020, the project is estimated to cost SEK 5 million in financial support and approximately 5 000 hours work by Swedish NAO experts in the fields of audit, communication, human resources, organisation and leadership issues as well as project management.
“The Swedish NAO wants to be a reliable and strategic partner for AFROSAI-E. The financial support in this project does not apply to specific activities, but is an institutional support in which the Swedish NAO and AFROSAI-E have an active dialogue to determine priority areas,” says Catharina Cappelin, head of the Swedish NAO’s international department.
*AFROSAI-E is the English language subgroup of AFROSAI, the African branch of INTOSAI (International Organisation of Supreme Audit Institutions, which is a global umbrella organisation för Supreme Audit Institutions of which the Swedish NAO is a member). AFROSAI-E organises Supreme Audit Institutions in 26 countries in Africa.
