Continued partnership between the supreme audit institutions of Sweden and Moldova
Auditor General of Sweden and the President of the Court of Accounts of the Republic of Moldova have signed an agreement on continued cooperation. The aim is to strengthen the Court of Accounts’ ability to work in compliance with international principles and standards.
The Court of Accounts of the Republic of Moldova (CoARM) and the Swedish National Audit Office (Swedish NAO) have been cooperating since 2007.
A Memorandum of Understanding concerning continued cooperation in a fifth phase 2021–2022 was signed recently by the Auditor General of Sweden, Ms. Helena Lindberg, and the President of the CoARM, Mr. Marian Lupu.
The overall objective of the cooperation is to enhance the capacity and ability of the CoARM to work in compliance with international principles and standards, which is in line with one of the commitments made by Moldova toward the European Union in the Association Agreement between Moldova and the EU.
– The Swedish NAO support will allow the institution to strengthen its capacities in the identified areas, in order to achieve the objectives in the current Development Strategy. The multilateral support provided by the Swedish NAO at various stages of the cooperation, since 2007, has allowed the Court of Accounts to become a professional supreme audit institution, working in accordance with INTOSAI’s international audit standards, said Mr. Lupu.
– We are happy that our support is contributing to Moldova’s efforts to get closer to the EU. We are equally happy that our long-term cooperation with the Court of Accounts is contributing to enhanced oversight, transparency and accountability in the public sector of Moldova, said Ms. Lindberg.
The continued cooperation aims to strengthen the CoARM in important areas, ensuring the continuity and sustainability of the progress made in implementing the previous phases of the cooperation.
The Swedish NAO will provide support to the CoARM in establishing the preconditions for the certification of financial auditors, developing managerial and leadership skills, strengthening human resources management and the quality assurance/control system.
The international operations of the Swedish National Audit Office
The international operations of the Swedish NAO are multifaceted. We represent Sweden internationally and have been assigned by Parliament to support the development of supreme audit institutions as part of the Swedish international development cooperation. Currently, the Swedish NAO have a bilateral cooperation with audit institutions in Africa (Kenya, Liberia, Tanzania and Zimbabwe), South-East Europe (Kosovo and Moldova) and in Asia (Afghanistan and Palestine). In addition, we support five regional efforts targeting 43 audit institutions in Western Balkans, Africa, South-East Asia and the Pacific.
