Agreements between the Government and SALAR within health and medical care – voluntary participation but difficult to decline (RiR 2014:20)
The Government’s agreements with SALAR put important areas of health and medical care into focus. But they can also lead to county councils being over-controlled and their own initiatives being inhibited. The Government should change its use of agreements to give county councils greater scope for their own initiatives and to enable them to plan better.
