The care choice and health care guarantee schemes have made it more difficult to achieve the healthcare principles of equal care for everyone and priority for those most seriously ill. The reforms have meant improved contact opportunities with healthcare services and more health centres. But this has mainly benefited patients with smaller care needs and higher socio-economic status.
