Housing allowance – from the perspective of distribution policy and the labour market (RiR 2017:9)
Housing allowance is an accurately targeted benefit in terms of distribution policy, which reaches low-income households. But the relative size of the subsidy, and the number of households qualifying for it, is declining, increasing the risk of a shift to social assistance.
