Lifelong learning in higher education

The Government and higher education institutions cannot guarantee that the range of educational programmes meets the need for continuing professional development of professionally active people and employers. This is partly because the higher education institutions find it difficult to identify continuing professional development needs but also because the Government is not sufficiently clear in its governance.
