Regional cooperation with supreme audit institutions in Europe

We collaborate regionally with supreme audit institutions in Europe and western Asia to support their development in line with international standards. Project participants are supreme audit institutions of countries classified as Official Development Assistance (ODA) recipient countries.

The cooperation project targets supreme audit institutions in countries that the Organisation for Economic Co-operation (OECD) classifies as Official Development Assistance (ODA) recipient countries.

The project provides support to Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Kazakhstan, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Turkey and Ukraine. By concentrating our support to these supreme audit institutions, we help to foster greater transparency, democracy and better-functioning administration in these countries.

The supreme audit institutions included in the project are part of the European Organisation of Supreme Audit Institutions (EUROSAI) of which the Swedish National Audit Office is also a member, together with 49 national audit offices and the European Court of Auditors.

EUROSAI is one of seven regional organisations recognised by the International Organisation of Supreme Audit institutions (INTOSAI) – the global umbrella organisation for supreme audit institutions.

Background

The project is run under EUROSAI, which has a strategic objective to facilitate and support needs-based initiatives for capacity building. The activities are based on the interests, needs and strategic development plans of the participating supreme audit institutions. In the project, we collaborate with other donors to ensure that we do not duplicate development efforts.

We provide practical training in areas that empower the participating audit institutions in aligning with international principles and standards.

We build skills and knowledge in auditing, quality management, communication, human resources, leadership and organisational development. This is achieved through workshops that mix theoretical and practical approaches. For example, we organise workshops on quality management, basic training for performance auditors and a series of workshops aimed at follow-on training for experienced performance auditors.

The project also includes online seminars on topics such as practical AI for auditors, training programmes for financial auditors, and communication.

Sharing experience among participants is an approach that also helps to create professional networks for participants – networks that can be maintained long after an activity is completed. This also promotes exchanging experience throughout the EUROSAI region.

Outcomes

This project was launched in December 2025, and there are thus no results to report as yet.

Circumstances and challenges

The supreme audit institutions in this cooperation face different challenges, such as:

  • The institutions have varying degrees of independence and different mandates.
  • The institutions are at different levels of development.
  • In the past, the institutions’ operating context has often been characterised by control rather than a promotive approach.
  • Employees and managers have varying experience and skills.
