Uganda’s Audit Authority receives the Prize for best performance audit

The Office of the Auditor General (Uganda) has been awarded the Prize for the best performance audit in the African Organisation of English-Speaking Supreme Audit Institutions (AFROSAI-E).

The purpose of the Prize is to promote the development of performance audit in English-speaking Africa and to highlight the efforts of individual performance auditors. The Prize was launched by AFROSAI-E in 2008, with support from the Swedish National Audit Office. The Swedish National Audit Office heads the independent international review team that selects the prize winner.

In this year’s competition, a total of six reports were nominated by the Supreme Audit Institutions of Ghana, Tanzania, Uganda and Zambia. All nominated audits were performed in justified areas relevant to both parliament and citizens. For the second year in a row, the award goes to the Office of the Auditor General of Uganda.

“Their report is a clear example of the important role that performance audit plays in promoting transparency, accountability and improvement in public operations. This is an audit that merits special attention,” says Auditor General Christina Gellerbrant Hagberg.

The winning report is entitled ‘Government of Uganda’s Efforts, through Ministry of Education and Sports (MoES), to Support the Management of Menstrual Health and Hygiene in Primary and Secondary Schools’ and highlights Uganda’s efforts to improve access to menstrual health and hygiene in schools. The conclusions of the report are relevant both for the education sector and for the development of society in general, especially in relation to the 2030 Agenda.

“The winning report is well-structured, easy to read and contains many interesting and detailed findings. It is particularly impressive how the most important actors – the female pupils – have been given a voice and that the report does not hesitate to address sensitive issues such as cultural myths and social taboos around menstruation,” says Anders Berg, Audit Director at the Swedish National Audit Office and Chair of the international jury.

The Prize was presented by Auditor General Christina Gellerbrant Hagberg at AFROSAI-E’s annual strategy meeting for Auditors General in the region. The audit team behind the winning report is offered a study visit to the Swedish National Audit Office in Sweden, for the purpose of exchanging knowledge and experiences with Swedish colleagues.

The Swedish National Audit Office’s international operations

The Swedish National Audit Office conducts a wide range of international operations. The Swedish National Audit Office represents Sweden in international contexts and is instructed by the Riksdag, within the context of Swedish development cooperation, to support development of Supreme Audit Institutions in other countries. The Swedish National Audit Office is currently engaged in bilateral cooperation projects in Armenia, Kenya, Kosovo, Liberia, Moldova, Palestine and Zimbabwe. In addition, the Swedish National Audit Office is engaged in five regional partnerships targeting some 50 Supreme Audit Institutions in enlargement countries, East Africa, South-East Asia and the Pacific region.
